Background of the Research In 2006, The James Irvine Foundation commissioned research to examine the forces, trends, and challenges facing California's arts sector. The resulting report, titled "Critical Issues Facing the Arts in California: A Working Paper," identified the development of the next generation of artists and arts managers as one of five key issues facing the arts sector that should be addressed to ensure the continued health and vitality of the field moving forward.

In response to this finding, Irvine retained Victoria J Saunders of Victoria J Saunders Consulting and Dewey Schott of Next Step Consulting to further investigate the leadership challenges and opportunities facing leaders and managers in California arts organizations.
