San Pedro Waterfront Arts District 

1.   CALL FOR ARTISTS TO PAINT DOT BOXES

 
The San Pedro Waterfront Arts District, in collaboration with City of Los Angeles Council District 15, the Port of Los Angeles and Clean San Pedro request proposals from artists to design and paint outdoor art on 6 selected San Pedro DOT utility boxes.
 
Theme:  “Unexpected Pedro” – the San Pedro Waterfront Arts District is looking for artwork that evokes a sense of intrigue, whimsy, discovery, engagement and connection, set against the backdrop of our gritty glamour. The 2D painted murals would bring to light ordinary places and animate them in the urban landscape of Downtown San Pedro. Consideration will be given to artists who design their submissions with the location/vista in mind, as well as how the boxes are paired on the street.
 
Locations:  6 DOT Utility Boxes along Harbor Boulevard:
·         Harbor and First Street, SW corner (2 boxes)
·         Harbor and O’Farrell, SW Corner (1 box)
·         Harbor and Swinford, SW Corner (2 boxes)
·         Harbor and 22nd Street, NW Corner (1 box)
 
ELIGIBILITY
1)    You must be 18 years of age or older to be eligible to apply. 
2)     Artists must demonstrate their ability to design and successfully paint outdoor art
 
SELECTION CRITERIA
Your submission will be evaluated and scored by a San Pedro Waterfront Arts District Design Advisory Panel consisting of local professional artists, gallerists and arts administrators on the basis of the following criteria: 
Artistic Quality 
Technical Ability
Thematic Expression of San Pedro’s History/Culture
 
ARTIST AWARD
The San Pedro Waterfront Arts District will pay the winning artists $800 for each DOT box. This award includes artist supplies and paint materials. The Arts District will handle cleaning the DOT Box, applying a white base coat and when the painting has been completed, application of graffiti coating.
 
APPLICATION DEADLINE

Contract Award – week of 3/14/16, work must be competed no later than 6/17/16
 
ORGANIZATION OVERVIEW
In downtown San Pedro, the arts and the waterfront are main motivators in the revitalization of the area.  Projects and activities in the Port of LA and the San Pedro Waterfront Arts District seek to eliminate blight and provided physical, social, cultural and economic benefits that have transformed downtown San Pedro.
 
The ACE Committee has transitioned from the CRA grant-dependent model to a new self-sustaining non-profit company, the San Pedro Waterfront Arts District. The aim of the new non-profit San Pedro Waterfront Arts District is to cultivate more sustaining partnerships; evolve the accomplishments of the past; generate new opportunities to support local arts, culture and entertainment; and fulfill the mission of nurturing the cultural roots of San Pedro through arts advocacy, education and promotion.
 
Among its goals, the Arts District is committed to fundraising and advocacy for a sustained schedule of Creative Place Making/Public Art projects within the downtown area of the Arts District.
 
PROGRAM DETAILS
The DOT Utility Box Mural Program is designed to encourage community pride and beautify the neighborhood. Murals must be suitable for viewing by all ages and will be reviewed by the San Pedro Waterfront Arts District Design Advisory Panel, along with the LA Department of Transportation and the CD15 Council Office.
 
The following guidelines should be followed.  Artwork not adhering to these guidelines will not be considered.
•The artwork included on this application must closely resemble the art to be painted on the box.
•Because the size of the box may vary slightly, be prepared to adjust your artwork to the size of the box.
•The City of Los Angeles Department of Transportation, or its contractors, must have access to the components in the box at all times.
•Some boxes may have locks and control panels that will have to be remain free of any art image.
•Artists may want to block off the box to keep the public from brushing against wet paint, but care should be given to leave at least five (5) feet of the sidewalk open for pedestrians and compliance with ADA requirements.
•When washing or painting the box, it should be done in a manner that no moisture gets inside the box through any vents. There are sensitive electronic components in the box.
•The vents should not be covered so as not to restrict airflow from the cabinet. Ventilation keeps the box from overheating.
•Door hinges should be painted so as to not lock the door in place.
•The levers/handles/keyholes on the boxes should not have any coating over them.
•Artwork using a majority of dark colors cannot be considered due to the potential for overheating of the utility boxes.
  • Each box will carry a sticker with a QR code (directing viewers to the Arts District web site) and the Arts District logo, please plan accordingly. Placement will be determined with the selected artists.
•Images of selected art work may be used in San Pedro Waterfront Arts District publicity campaigns and will be attributed to the artist(s), whenever possible.
• A Proposal will be ineligible, for any one or more of the following reasons, if the mural:
• Contains a copyrighted or trademarked image or logo; or a brand or business name;
• Is plagiarized, stolen, or copied from another source.
 
 
SUBMISSION REQUIREMENTS

1) Artist Statement: Brief descriptions of your work as an artist, your interest in and qualifications for this Public Art Program, as well as your experience and approach to tile as an art form. (Limited to 250 words)
2) Resume: A current resume. Artist teams or collaborative groups may submit a combined resume.
3) References: Name, address, email, and phone number for three (3) professional references.
4) Rendering of the Proposed DOT Box Design: A full color rendering of your proposed design, in both an 8½ X 11 inch paper copy and in a PDF or JPEG format. Please use the attached form for your proposed rendering.
5) Images: At least 3 images of past public art projects and/or a web site address highlighting your work. All image files should be in JPEG format, max 1240x1240 pixels, and should be titled: LastnameFirstname_IMAGE#.jpg (SmithJane_01.jpg).
6) Image List: Attach a document detailing information regarding each above work sample image including:
- Title of Work, if any
- Dimensions
- Medium

2.   CALL FOR CERAMIC TILE ARTIST PROPOSALS

 
The San Pedro Waterfront Arts District’s Public Art Program seeks ceramic tile artist’s qualifications and proposed renderings for a project in the downtown San Pedro Arts District. Our mission is to promote San Pedro’s authentic arts, culture and entertainment character, through Advocacy, Marketing and Education activities.
 
Submissions should reflect thematic compatibility with San Pedro’s distinct cultural influences as well as the function of neighborhood councils in the City of Los Angeles. Sponsorship recognition for the Central San Pedro Neighborhood Council must be included in the design in some fashion.
 
The Arts District and the Central San Pedro Neighborhood Council have set aside $3,500* for the production and installation of tile artwork in two locations within the 5-foot wide sidewalk along the west side of Centre Street between 6th and 7th Street in downtown San Pedro. These locations are unoccupied tree wells, both approximately 30-inches wide by 50-inches long (for a total of approximately 22 square feet of paving). The tile surface must be “walkable” – meaning flat and slip-resistant, and receive an A permit (fee will be waived) from the City of Los Angeles.  The surface treatment and underlying concrete bed must meet City of Los Angeles requirements.
 
* The original grant funding of $5000 must also cover a City of Los Angeles Revocable Permit, laboratory testing for slip resistance (if required), and Arts District administrative overhead, leaving $3,500 for artist design and production, materials, and installation. If your tile manufacturer can directly certify slip resistance testing that is satisfactory to the City of LA, an extra $400 is available as a part of the award.
 
ELIGIBILITY
1) You must be 18 years of age or older to be eligible to apply. 
2) Tile artists must demonstrate their ability to design and successfully install tile paving in a public sidewalk context.

The ACE Committee, administered by the San Pedro Chamber of Commerce, has spent much of $500,000 provided by the former LA Community Redevelopment Agency (CRA). To date nearly $400,000 have gone directly to downtown artists and arts organizations boosting their marketing budgets and upgrading galleries and facades.
