"A 2011 survey conducted by Arts for All found that students attending Title I schools in Los Angeles had disproportionately low access to arts education."  The paper outlines the ways in which school districts can embed the arts in education strategies using Title I funding, a move supported by both Arne Duncan, the US Secretary of Education, and Tom Torlakson, the California State Superintendent.
