CALL to ARTIST/TEAM - REQUEST for QUALIFICATIONS
REQUEST FOR QUALIFICATIONS
The City of El Segundo and the Gateway Committee are seeking a qualified Artist/Team to create an iconic Gateway Entry into El Segundo at the intersection of Main Street and Imperial Highway. The goal is to create entry improvements that reflect the character of El Segundo.
OVERVIEW/BACKGROUND
El Segundo with a current population of 16,853, is bordered on the north by one of the world’s busiest airports, LAX, on the west by the world’s largest ocean, Pacific Ocean, on the south by the largest producing refinery on the west coast, Chevron and on the east by one of California’s premier commercial centers.
Once a housing community for the Chevron refinery, El Segundo has grown into one the most important commercial centers in California. Known as the Aerospace Capital of the World, it is also home to numerous Fortune 500 companies. El Segundo’s business diversity innovation is reflected in the home of Los Angeles Air Force Base, LA Times, Raytheon, LA Kings, Los Angeles Lakers, Boeing and Mattel to name a few.
The current development at the intersection began in the 1960’s with the construction of the existing rock walls on the east and west corners. Accent landscaping and the community service club signage was added in the 1970’s.
With the development and growth of the city, there is a desire to create an entry that uniquely reflects the character of El Segundo.
ELIGIBILITY/ARTIST/TEAM
Any artist/architect/landscape architect over the age 18 working in California is eligible to apply.
Team members may include but not limited to an artist, architect, landscape architect, engineer or signage company.
SITE
The project location is the intersection of Main Street and Imperial Highway with Imperial Avenue creating the south border. The attached site plan reflects site boundaries. The gateway includes the east and west corners. Primary focus is on the west corner due to its openness and visibility. See attachment.
BUDGET
Total budget $150,000 including design and construction.
SELECTION PROCESS
The Gateway Committee will review the submissions. The top 3-5 Artist/Teams will be selected to develop conceptual proposals based upon the design guidelines/parameters.
A stipend of $2,000 will be provided for this conceptual development that should include visual representation of concepts and budget estimates. A second jury will select the winning artist/ team who will then contract with the city for a construction document package per city ‘Professional Services Agreement for Design Services’.
TENTATIVE SCHEDULE
Submissions Due Date: July 31, 2019 by 5pm
Finalists Selection Date 3-5 Artist Teams: August, 2019
Concept Development: 6-8 weeks
Final Selection: October 2019

Improvements may incorporate some of the following elements:
Uniquely reflective of El Segundo: its character, nature, history and potential future.
The words ‘EL SEGUNDO’ shall be incorporated in a horizontal format.
